Artificial intelligence and robotics is pervasive in daily life and set to expand to new levels potentially replacing human decision-making and action. Self-driving cars, home and healthcare robots, and autonomous weapons are some examples. A distinction appears to be emerging between potentially benevolent civilian uses of the technology (eg unmanned aerial vehicles delivering medicines), and potentially malevolent military uses (eg lethal autonomous weapons killing human com- batants). Machine-mediated human interaction challenges the philosophical basis of human existence and ethical conduct. Aside (...) from technical challenges of ensuring ethical conduct in artificial intelligence and robotics, there are moral questions about the desirability of replacing human functions and the human mind with such technology. How will artificial intelligence and robotics engage in moral reasoning in order to act ethically? Is there a need for a new set of moral rules? What happens to human interaction when it is mediated by technology? Should such technology be used to end human life? Who bears responsibility for wrongdoing or harmful conduct by artificial intelligence and robotics? -/- Whilst Kant may be familiar to international lawyers for setting restraints on the use of force and rules for perpetual peace, his foundational work on ethics provides an inclusive moral philosophy for assessing ethical conduct of individuals and states and, thus, is relevant to discussions on the use and development of artificial intelligence and robotics. His philosophy is inclusive because it incorporates justifications for morals and legitimate responses to immoral conduct, and applies to all human agents irrespective of whether they are wrongdoers, unlawful combatants, or unjust enemies. Humans are at the centre of rational thinking, action, and norm-creation so that the rationale for restraints on methods and means of warfare, for example, is based on preserving human dignity as well as ensuring conditions for perpetual peace among states. Unlike utilitarian arguments which favour use of autonomous weapons on the basis of cost-benefit reasoning or the potential to save lives, Kantian ethics establish non-consequentialist and deontological rules which are good in themselves to follow and not dependent on expediency or achieving a greater public good. -/- Kantian ethics make two distinct contributions to the debate. First, they provide a human-centric ethical framework whereby human exist- ence and capacity are at the centre of a norm-creating moral philosophy guiding our understanding of moral conduct. Second, the ultimate aim of Kantian ethics is practical philosophy that is relevant and applicable to achieving moral conduct. -/- I will seek to address the moral questions outlined above by exploring how core elements of Kantian ethics relate to use of artificial intelli- gence and robotics in the civilian and military spheres. Section 2 sets out and examines core elements of Kantian ethics: the categorical imperative; autonomy of the will; rational beings and rational thinking capacity; and human dignity and humanity as an end in itself. Sections 3-7 consider how these core elements apply to artificial intelligence and robotics with discussion of fully autonomous and human-machine rule-generating approaches; types of moral reasoning; the difference be- tween ‘human will’ and ‘machine will’; and respecting human dignity. This article demonstrates a priori cosmopolitan values of restraint and harm limitation exist to establish a cosmopolitan “no-harm” duty in warfare, predating utilitarianism and permeating modern international humanitarian law. In doing so, the author exposes the atemporal and ahistorical nature of utilitarianism which introduces chaos and brutality into the international legal system. Part 2 conceptualises the duty as derived from the “no-harm” principle under international environmental law. Part 3 frames the discussion within legal pluralism and cosmopolitan ethics, arguing that divergent (...) legal jurisdictions without an international authority necessitates a “public international sphere” to mediate differences leading to strong value-commitment norm-creation. One such norm is the “no-harm” duty in warfare. Part 4 traces the duty to the Stoics, Christianity, Islam, Judaism, African traditional culture, Hinduism, and Confucianism. Parts 5 and 6 explain how the duty manifests in principles of distinction and proportionality under international humanitarian law. (shrink)

Objective: Vascular disorders severely impair the psycho-social status of individuals. Various laser and light systems, which have advantages and disadvantages, including the pro-yellow laser are used for the therapy of these disorders. Aim: The goal of the present study was to investigate the effectiveness and feasibility of the 577 nm pro-yellow laser for a broad range of indications including erythematelangiectatic rosacea, facial erythema, post-acne erythema, facial telangiectasis, hemangioma, genital angiokeratoma, and port wine stain nevus. Methods: A total of 98 patients (...) (25 male, 73 female) older than 15 years who were treated with the pro-yellow laser for vascular disorders at the cosmetology unit between 2017 and 2019 were retrospectively included in the study. Results: The mean rate of recovery was 100% in genital angiokeratoma, 94.4% in spider angioma, 83.3% in facial telangiectasis, 74.8% in erythematotelangiectatic rosacea, 72% in facial erythema + facial telangiectasis, and 68.3% in facial erythema. Over 60% of improvement was observed in most patients with vascular disorders. There was no significant link between the Fitzpatrick skin type and treatment success. Treatment success was significantly low in cases with nasal involvement. Conclusion: The current study concluded that pro-yellow laser is an efficient and safe laser modality that may yield satisfactory outcomes regardless of the different skin types. (shrink)

As a result of the dynamic structure of society, there is a constant change in social life and researching the change is among the unit analysis of the field of sociology that takes society as a subject matter for itself. There are various ways to examine the change that has taken place in society. One of them is the implicit reference system thereby examining mindset structures. There are many factors such as economy, culture, and education which constitute mentalities and one (...) of them is religion. Religions because of their unique characters have an aspect to influence mentalities. From this point of view, the first issue in this article to be examined is the relationship between mentality-social change. Subsequently, insights will be given about mentality-religion relations, and lastly, an attempt to unearth the impact of religion-social change relations on mentalities will be made. For further clarification of all this process through an example, Sabri F. Ülgener's Zihniyet ve Din (Mentality and Religion) will be examined and Ülgener's views will be analyzed on the ground of religion-change relation. (shrink)

Bu çalışma, dağarcık ağı tekniği kullanılarak, Türkiye'deki 20 Müslüman ilâhiyat öğretim görevlisinin?gerçek' Müslümanların arzu edilir vasışarı ile ilgili bilişsel kurgularını ortaya koyma denemesidir. Verilerin faktör analizi ve diğer istatistikî yöntem ve teknikler, öğretim görevlilerinin arzu edilen Müslüman niteliklerini temsil eden 200 bilişsel kurgusuna ve bunlardan da 18 bilişsel kurgu grubuna ulaşılmasını sağlamıştır. Bu 18 nitelikler grubu "Diğerkâmlık"tan "Sıkı Çalışkanlık"a ve "Bilişsel Dindarlık"tan "Samimiyet"e kadar dindarlıkla ilgili çeşitli konuları kapsamaktadır. Bu gruplardan önemli olanları, diğerkâmlık, bilişsel dindarlık, dürüstlük ve samimiyet, (...) içtenlik olarak ortaya çıkmıştır. In the Phenomenology of Spirit, chapter IV, Hegel attempts to show how consciousness becomes self-consciousness. Self-consciousness manifests itself both as the ground on which it makes its object opposite to itself, and as a higher truth by demolishing the otherness of its object in order to preserve it for self-consciousness. Since it presupposes itself as the inner truth (or ground) it realizes itself both as the origin and the aim of desire. In other words, by virtue of presupposing its identity (...) in its dissolution, self-consciousness desires to re-constitute the unity with itself. Therefore, it grasps everything else as a negative object of desire in advance. That is to say, its appearance seems to be an ‘obstacle’ before its satisfaction. However, through experience of negating, self-consciousness learns that its object is also a ‘means’ (i.e., has truth or positive aspect) for its end point. It realizes this latter aspect of its object especially when it is faced with another self-consciousness. At this level, self-consciousness comes to see that there is a counter-balance of opposing powers between itself and the other self-consciousness. This counter-balance leads both self-consciousness to a mutual recognition and, then satisfaction of mutual desires. Therefore, since both the origin and the aim of desire is self-consciousness itself, it (self-consciousness) grasps itself as the positive (real) object of desire and then discerns in the mutual recognition the positive aspect of another which was taken as a negative element before. The satisfaction of desire begins with realizing this positive aspect of another self-consciousness. (shrink)

Ölümcül Hastalık Umutsuzluk adlı eserinde umutsuzluğu, ben’in bir hastalığı ve kendine yönelen bir ilişkinin sonucu olarak ele alan Danimarkalı filozof Søren Aabye Kierkegaard, bu hastalığın kişide üç farklı şekilde görülebileceğini öne sürmüştür: “(a) bir ben’i olduğunun farkında olmayan umutsuz kişi, (b) kendisi olmak isteyen umutsuz kişi ve (c) kendisi olmak istemeyen umutsuz kişi.” Kierkegaard’a göre kendi ben’ininden kurtulmak isteyen kişi, “olmak istediği ben” hâline gelemediği için olduğu ben’ine katlanamamakta ve bu nedenle umutsuzluk yaşamaktadır. Bu çalışma kapsamında Kierkegaard’ın benlik ve umutsuzluk (...) ilişkisi üzerine yaptığı bu tespitin, sosyal psikoloji alanının önde gelen araştırmacılarından biri olan Edward Tory Higgins’ın Benlik Uyuşmazlıkları Kuramı üzerinden okunabileceği öngörülmektedir. Higgins, geliştirdiği kuramda çoklu bir benlik ayrımına gitmekte ve benliği gerçek benlik, ideal benlik ve olması gereken benlik olmak üzere üç alana ayırmaktadır. Bu ayrıma göre gerçek benlik, kişinin sahip olduğunu düşündüğü özelliklerin; ideal benlik, kişinin kendisi olmak için idealde sahip olmayı arzu ettiği özelliklerin; olması gereken benlik ise kişinin taşımak zorunda olduğunu düşündüğü özelliklerin bir bütününü temsil etmektedir. Söz konusu özellikler, kişinin kendi kişisel bakış açısına dayalı olabileceği gibi başkalarının bakış açısından da kaynaklanabilmektedir. Higgins’a göre ikili benlik durumları arasındaki uyuşmazlık (örneğin gerçek benlik-ideal benlik ya da gerçek benlik-olması gereken benlik) kişide, kendi beklentilerini ya da başkalarının beklentilerini karşılamada yetersiz kaldığı yönünde negatif duyuşlar yaratmaktadır. Bu duyuşlar arasında depresyonun bir parçası olan umutsuzluk da yer almaktadır. Şimdiki çalışma Kierkegaard’ın tasvir ettiği “olmak istediği ben hâline gelemediği için olduğu ben’ine katlanamayıp umutsuzluğa yakalanan” kişinin içinde bulunduğu durumu, Higgins’ın öne sürdüğü “gerçek benlik-ideal benlik uyuşmazlığının depresyonla (dolayısıyla umutsuzlukla) ilişkili olabileceği” argümanıyla ilişkili bir biçimde ele almayı ve bu yolla benlik ve umutsuzluk ilişkisini felsefe ve psikoloji disiplinlerinin kesişiminde incelemeyi amaçlamaktadır. 1988 yılında kurulan Tıp Fakültemiz Yurdumuzun en genç Tıp Fakültesi olarak süratle gelişmesini sürdürmekte ve her geçen gün bir eksiğini daha tamamlamaktadır. Bugün ilk sayısını çıkardığımız bu dergi ile özellikle bir Tıp Fakültesi için en önemli eksiklerden birisi olan bir bilimsel yayın organı eksikliğini de gidermiş oluyoruz. -/- Her gün baş döndürücü değişimlere sahne olan tıp dünyasında olan bitenler, günümüzün iletişim araçları ile en uç noktalara kadar çok kısa sürelerde gidebilmektedir. Bu iletişimde tıp yayınlarının önemi büyüktür. Elde edilen araştırma sonuçlarının, (...) önerilerin tıpla uğraşanlara aktarılması ile daha ekonomik bilgilenme olanağı elde edilebildiği gibi, doğruyu bulabilme açısından da meslektaşlar arasında geniş katılımlı, bir tartışma ortamının dolması ve alınacak reaksiyonlara göre de daha pozitif bir şekilde yönlenme şansı ortaya çıkmış olmaktadır. Tüm kısıtlı olanaklarımıza rağmen, amacımız, ilk sayıdan itibaren bu yöndeki işlevimizi en iyi şeklide yerine getirebilmek olacaktır. Şimdilik yılda iki kez olarak yayınlanacak olan dergimiz tıp alanında çalışan, araştıran herkese açıktır. -/- Fakültemizin yer aldığı Güneydoğu Anadolu Bölgesi tıbbi araştırmaları ve sahra çalışmaları için oldukça bakir bir saha olarak karşımızda bulunmaktadır.
